How can I configure my router to enable network discovery in my apartment?

My current predicament is that my apartment's Wi-Fi/Network is set up so that all network sharing and discovery is disabled (for obvious reasons) but that has made me unable to access my NAS as well as other functions like using Meta Air Link for my Quest, SSH, etc. It isn't possible for me to get my own line run or have the admin change settings their end due to the nature of the apartment. I have had success using the Wi-Fi hotspot on my desktop but some devices are Ethernet only and the throughput/stability isn't the greatest.
