Why can't I get an IPTables redirect rule to work?

I'm working with a network router which runs this Linux firmware Linux SNR-CPE-ME2-SFP-Lite 3.4.113.185 #1 SMP Wed Mar 19 13:55:06 +05 2025 mips GNU/Linux I'm trying to set up a traffic redirection for a single client which is connected to this router. Here's what I have so far: [SNR-CPE-ME2-SFP-Lite@/etc]# iptables-save -c # Generated by iptables-save v1.4.16.3 on Wed Dec 3 23:02:43 2025 *nat :PREROUTING ACCEPT [14161:1394904] :INPUT ACCEPT [9023:610860] :OUTPUT ACCEPT [4666:316649] :POSTROUTING ACCEPT [4666:316649] :XRAY - [0:0] [6109:448580] -A PREROUTING -s 192.168.1.59/32 -j XRAY [153:239
