Windows 11 WiFi Hotspot/AP - Devices can connect, but no internet connection after Docker Desktop installation

I have an issue when I enable Mobile Hotspot in Windows 11 and connect to it using my android phone - it connects to WiFi network, but there is no internet connection, the issue occured after installation of several apps, one of which was Docker Desktop. The Mobile Hotspot worked normally before. And it seems to me that Docker Desktop is the cause of the problem, because after exiting Docker, resetting Network settings, restarting Laptop and trying to connect to the Hotspot, it again shows No internet connection for couple minutes, but then starts working. Then I tried starting Docker Desktop
