Better method to transfer files between a phone and Windows computer without additional hardware nor wires

Using a PC installed with Windows 11, what is the most efficient way to transfer files to and from a phone without the internet, taking into account the following limitations and factors? There exists only the PC and the phone, no additional hardware (such as routers) nor wires are available. There is no internet nor data access.
