How to make the scroll on Mac not accelerate?

On Windows, one click of the mouse wheel is ~3 lines in the editor. 2 clicks is ~6 lines, 3 clicks is ~9 lines, and so on. On the Mac mini 2018 (OS X 10.15.7) I am currently forced to work with, one click of the mouse wheel is ~3 pixels, 2 clicks is ~6 lines and 3 clicks is ~9 pages, which is good if you need to scroll quickly down to an EULA Accept button, but really really bad if you have to actually read long texts. Is this a bug in OS X w.r.t to 3rd party mouses that actually have a (clicking) scroll wheel, or just a wrong setting? How can I get my mouse wheel to behave similar on Mac mini
