Buzzy sounds when mouse moving

As title says I have buzzy sounds when mouse is moving. I've seen a lot of questions on web about it. Common answer is either change mouse usb port or just forget about it because it's not that dangerous (grounding issues). Switching port didn't help. But I found something that casts suspicion that this is a software problem. This sound ONLY appear when mouse pointer is hovering some window or around it (on the same monitor). What I mean it doesn't produce any sound while moving on a desktop. Any thoughts?
