Keyboard layout switching issue in RemoteApp (Windows Server RDS)

Server OS: Windows Server 2022 Datacenter Client OS: Windows 10/11 RDP Client: Standard mstsc.exe / Web Access Problem Description: When working with applications published via RemoteApp on RDS, I occasionally cannot switch the keyboard layout. Pressing Alt+Shift or Ctrl+Shift either does nothing, switches briefly and then reverts, or only allows typing in Latin characters.
