Why is my shift key (partially) not working on Windows 10 after a reinstall?

I reinstalled Windows 10 on my laptop after I wiped everything. All keyboard functions normally until I press shift + numbers they are not showing the character (except 5 and 6 ) and not capitalized Z X C V M (left shift ), Q W E R U I O P (right shift ) Google said to change and match the language, time etc to where I from and none are working. Deleted the driver but the driver somehow still there after reboot. Tried installing a new driver anyway (I got it from the HP page) but the old driver still there. Specs: Laptop is HP 14s dk0024au.
