Ctrl+Space not working, PowerToys is not installed

I have this problem where I can't press ctrl and space at the same time. This happens in video games, and I tested it with online input detectors, which only recognise ctrl when i press them at the same time. As I said in the title, I don't have PowerToys installed. This issue is also across two keyboards I have used, one which is wireless and another that isn't wired. I am not aware of any other key malfunctions with the keyboard.
