USB drive not accessible for expansion portable HDD

I'm trying to access an expansion drive via USB port, but I get an access denied error. I can do nothing with the drive - cannot get properties, and chkdsk does not work. I've tried takeown iacls commands, but with no luck - access denied I can plug memory sticks into that port, and they work fine. The drive works fine on other computers. Any suggestions on what I need to change in order to be able to access the HDD through the USB port?
