Windows update: What updates are included in a Rollup update?

I will try to explain my concern with an example from windows 8.1 updates of August 2020. In wsus I can see: Security Only Update for .NET Framework 3.5, 4.5.2, 4.6, 4.6.1, 4.6.2, 4.7, 4.7.1, 4.7.2, 4.8 for Windows 8.1 and Windows Server 2012 R2 (KB4570502) Security and Quality Rollup for .NET Framework 3.5, 4.5.2, 4.6, 4.6.1, 4.6.2, 4.7, 4.7.1, 4.7.2, 4.8 for Windows 8.1, RT 8.1, and Windows Server 2012 R2 (KB4570508) Common sense suggests that the second one includes the first, but in the documentation I cannot find any evidence. Where should I check to be sure a security only is completely
