Fresh install of Windows 10 cannot install feature updates, error 0xc1900101

Problem I have not been able to install feature updates for some time on my machine. It will install a feature update, then when it's done, the system will POST but the screen will be black and the fan will be running faster than normal. It will stay that way until I reset the machine. When I do that, Windows will try once to recover, then it will roll back the update. It seems like the problem started with version 2004. I'm currently running Win 10 Pro 1909. I ignored this issue for awhile, assuming it would just resolve itself, but it hasn't, and now version 1909 is no longer supported . Wha
