Why is Bluetooth not being detected on a Broadcom BCM4352HMB Wi-Fi + Bluetooth PCIE mini card on an HP Pavilion 15-n267ca laptop running Windows 11?

I installed a Broadcom BCM4352HMB Wi-Fi + Bluetooth PCIe mini card on an HP Pavilion 15-n267ca laptop running Windows 11, and while the Wifi works fine, the Bluetooth does not and is not even detected in Device Manager even after installing the Bluetooth driver manually (I didn't have to install the Wi-Fi driver manually to make the Wifi operable). I saw a video of someone having a similar problem with an Intel 7260, and he solved the problem by covering pins 51 and 20 with Scotch tape, so I tried the same thing with the Broadcom device but it didn't work.
